Testing plan and PCR test requirements

As an employer of mobile workers traveling to Denmark, you must ensure that your employees take a PCR test for Covid-19 after entry into Denmark, and you must prepare a written plan for PCR testing.

Mobile workers traveling to Denmark are required to take three Covid-19 tests and stay in isolation.

  1. The first test must be performed no more than 24 hours prior to the time of entry into Denmark. Only persons who can provide a negative test result are allowed entry into Denmark. Once they have arrived at their place of residence, they must stay in isolation for 10 days. However, they are allowed to break isolation while performing their work duties, providing services or carrying out commercial transport. Outside of working hours, however, they must remain in isolation.
  2. The second test must be performed no later than 24 hours after the time of entry into Denmark.
  3. The third test is a PCR test which must be taken no earlier than 48 hours and no later than 96 hours after taking the test that allows the employee entry into Denmark. As an employer of mobile workers traveling to Denmark, you must ensure that these employees take the PCR test within the required timeframe. If the PCR test result is negative, the person may break their isolation outside working hours.

Employers must prepare a written plan for the third Covid-19 test (PCR) of mobile workers traveling to Denmark.

The requirements regarding testing and isolation after entry into Denmark also apply to employers who are visiting Denmark for work as well as sole proprietors who are visiting Denmark for work.

The Danish Working Environment Authority carries out inspections to ensure that employers comply with the rules to:

  • Ensure PCR testing of their employees after entry into Denmark
  • Prepare a written plan for the PCR test.

Where to perform the PCR test

All persons (including foreigners) may obtain a free PCR test administered by TestCenter Danmark. TestCenter Danmark operates test stations in all five regions of Denmark.

​The procedure for obtaining a PCR test for covid-19 depends on whether the mobile worker has an administrative Danish civil registration number (CPR number) or not.

Persons WITH an administrative Danish CPR number and NemID

Persons with an administrative Danish CPR number and NemID can book an appointment for testing at coronaprover.dk. In the guidance material below, you can read about how the tested person subsequently obtains a certificate documenting the test.

Persons WITHOUT an administrative Danish CPR number or NemID

Persons without an administrative Danish CPR number or NemID must first create a profile on covidresults.dk. This profile ensures that they can subsequently download or print a certificate documenting the test.

Note that as an employer you must NOT create a profile on behalf of an employee.

Once an employee have created a profile, he/she can show up at either TestCenter Denmark or the mobile test stations without an appointment and be tested. When they show up, they must show a barcode from covidresults.dk.

Test plan requirements: Required contents of the plan

As an employer, you are required by law to prepare a plan for PCR testing of your mobile workers traveling to Denmark. The PCR test must be taken no earlier than 48 hours and no later than 96 hours after the test that allows the employee entry into Denmark. The plan must be in writing and contain information that shows, among other things, how you have informed your employees about the PCR test in Denmark.

The Danish Working Environment Authority has created a template that you can utilise to help you prepare this plan. You are free to use this template or create your own

The plan must include the following:

  • Information on how the employer informs the employees about the Covid-19 test (PCR) in Denmark, including when, where and how the test is performed.
  • Information on how the employer keeps up to date on which countries, regions or areas are subject to the rules
  • A list of employees who have entered Denmark, including
    • which country, region or area the employees have entered Denmark from,
    • the Covid-19 test date prior to entry into Denmark (if they are subject to that requirement)
    • The Covid-19 test (PCR) date after entry into Denmark, as well as
    • whether they are exempt from the testing requirement, and if so, why
    • NOTE: The plan should not contain a date for the test taken 24 hours after entry into Denmark. The date for the test taken before entry into Denmark is solely included in the plan to ensure that the time between the 1st and 3rd test is correct (i.e. that the person takes the 3rd test no earlier than 48 hours and no later than 96 hours after the test the person took prior to entry into Denmark).

The Danish Working Environment Authority will carry out inspections to ensure that employers have prepared a plan for PCR Covid-19 testing of mobile workers.

Employers can show a digital version of the plan to inspection workers, e.g. via a computer screen or by e-mail, or a physical version.

Employers must also be able to provide documentation of PCR tests performed on employees as well as exemptions to the testing requirement.

Employers who are also mobile workers traveling to Denmark must be able to provide documentation that they have been PCR tested for Covid-19 or that they are exempt from that requirement.

PCR test documentation

Employers must be able to provide one of the following:

  • Documentation that the employee has taken a PCR test no earlier than 48 hours and no later than 96 hours after the test that allows the employee entry into Denmark. This can be documented through a printout or download from covidresults.dk (for persons without an administrative CPR number) or sundhed.dk (for persons with an administrative CPR number). Documentation can be printed out or downloaded once the test result is available. Typically, it takes 1-2 days before the test results are available. Please note that you cannot download your Covid-19 passport (documentation for testing) from sundhed.dk if the test result is more than seven days old. You should therefore print out or download the documentation immediately upon getting the test results.
  • Documentation that the employee is exempt from the PCR testing requirement after entry into Denmark. Examples of how to document this include:
    • Presenting a positive Covid-19 test performed no earlier than 12 weeks and no later than 14 days prior to entry into Denmark.
    • Documentation for residence in Denmark
    • Documentation for residence in the border country
