Additional requirements for mechanical technical equipment for lifting free-hanging loads (cranes, etc.)

Annex 1 to the Executive Order no. 429 of 5 April 2022 on the design of technical equipment

The requirements in this annex apply to mechanical technical equipment that uses a means of support to lift a load free-hanging and which are not subject to CE marking under EU legislation on machinery.

Design

1. Technical equipment for lifting free-hanging loads shall not be designed with free lowering

1.1. The following are exempted from point 1:

  1. mobile cranes, provided they are equipped with an emergency release for free lowering positioned in such a way that accidental operation cannot occur and,
  2. technical equipment for lifting free-hanging loads where free lowering is necessary for the performance of the work, for example, pile drivers, cranes with rehandling grab buckets and cranes with dragline buckets.

2. Technical equipment for lifting free-hanging loads that are designed with a fixed driver’s position on the equipment and which are used in conditions where the driver is exposed to harmful health impacts from excessive heat, cold, noise, dust, etc. shall be equipped with a driver’s cab. However, this does not apply if working conditions do not allow the use of a cab or if the equipment is only used for short periods during the day.

3. Cabs shall be designed so that the driver’s seat and controls are positioned and designed in an ergonomically appropriate manner and so that the driver has a satisfactory view out of the cab.

3.1. For the internal dimensions of cabs, the following requirements apply:

  1. tower crane cabs shall be at least 2000 mm high, 1000 mm wide and 1300 mm long, and
  2. cabs of other stationary and rail-mounted cranes shall be at least 2000 mm high and have a floor area of at least 2.5 m².

3.2. Cabs shall contain adjustable heating, cooling and ventilation systems where appropriate.

4. Tower cranes that are installed for more than 2 months shall be equipped with a passenger lift if technically and practically possible when the access route to the cab is over 25 m. The access route is measured vertically from the point where the crane is accessed to the highest point on the access route. In addition to a lift, there shall be the usual access routes.

Labelling

5. Any technical equipment for lifting free-hanging loads when supplied for use or exhibited in this country shall be durable and clearly marked with at least the following information:

  1. year of manufacture
  2. serial number and type designation

5.1. Suspension equipment that is part of technical equipment for lifting a free-hanging load shall be marked as specified in section 5. In cases where this is not possible, the supplier shall provide certificates or tables containing the information.
